Apologies for the delay responding. With regard to point 1) below, the 4 bunds (and other associated drainage infrastructure for the site) will be added to the council’s critical flood asset database. With regard to point 2), in our capacity as Lead Local Flood Authority (and as part of recording the assets) we will identify the owner / maintainer and undertake inspections at appropriate intervals to ensure they remain fit for purpose. Depending on the final ownership / maintenance arrangements we then have powers to potentially designate the structures (so they cannot be removed without consent from the LLFA) or compel an owner / maintainer to undertake remedial works. Whilst the site is still under construction there are still planning obligations in place regarding management of site run-off and we will continue to work with our planning colleagues to ensure the correct implementation of the approved drainage strategies.
With regard to the development adjacent to Town Car park, the approved development (Planning reference 2008/01383/FUL) is to construct a residential development on the site of the former Royal British Legion Club. The planning approval was granted back in 2009 so was not subject to the current SuDS legislation. The decision notice states that EAW objected to the initial proposals and required additional modelling / revisions to the development before withdrawing their objection. The FCA states that the development will not increase the risk of flooding offsite and that surface water run-off from the site will be managed through the use of SuDS (including rainwater harvesting, porous paving of the car parking areas and 3,500 cubic metres of flood storage in an undercroft). I hope this is of assistance and goes some way to allaying your concerns.

Thanks Clive for taking the time to accompany Graham & me on the site visit.
We were reassured by seeing the 4 bunds which Taylor Wimpey have constructed to mitigate water run-off from Clare Village via Darren Farm onwards to Westgate and Llanblethian.
You told us:
1. These four (4) bunds will be shown as an asset on the Vale of Glamorgans map of the site
2. That, as the unitary authority, you will oversee and ensure their maintenance as soon as it is established who is responsible for such maintenance.
Clearly regular inspection & maintenance will be necessary to ensure the integrity of their performance & that this is not undermined by soil erosion and/or wildlife burrowing. Thanks or explaining the recent Wales Wellbeing Act. On checking further about this Act it's interesting there was an EU directive which preceded it & was almost certainly the springboard for this legislation. In other words Wales didn’t conjure it up out of nothing, as I believe Huw suggested during our visit.
You also agreed to look at and advise us the Vale Council’s water run-off mitigation requirements made on the development on the edge of the Town Car Park by Middlegate Court in Cowbridge. This new development is, as you know, down river of the Cowbridge with Llanblethian Flood Alleviation scheme and would compromise it.
